If no power, then you can proceed to the relay.(10A) Engine coolant blower motor relay, fuel/water separator sensor, fuel filter warning lamp switch, glow plug control module, glow plug timer relay, mass airflow(MAF) sensor, power steering pump, reverse gear position switch, secondary air injection (AIR) pump, vehicle speed sensor (VSS) If the light illuminates again, then the problem is the lighter assembly. If your cig lighter wont come out -most likely your fuse is blown too (there is no power present to the cig lighter to push it out). If one wire lights as receiving power, then I would ground your test light to the other wire, and touch the power wire again. I would start the Jeep before testing the wires. You can ground the test light to some metal on the instrument panel, and test to see if you get power from either wire behind the lighter. If the fuse #5 is good: As shown in the FSM picture below, I would pull the radio console plate off by lifting the panel under the windshield, unscrewing the screws to the radio console plate(three screws) then pull it off, and then unscrew the four screws to the lighter, and pull the lighter assembly out, enough to test the two electrical wires behind it.

#CIGARETTE LIGHTER FUSE DRIVERS#
The relay is under the drivers side of the instrument panel, but caution is recommended because of the Air Bag System. The information for that relay is in the 1997 FSM at 8E-22. There is also a relay for the cigarette lighter. Upon looking at my PDC, the picture shows fuse #5. The part#'s on both pictures seem to be the same, but the other diagram is different.
